At the HKMA, we have been devoting significant efforts to supporting Hong Kong’s climate goal and contributing to a more climate-resilient and sustainable world. As Hong Kong’s central banking institution and a bank supervisor, the HKMA has taken concrete steps to strengthen banks’ climate resilience, support the banking industry in financing the low-carbon transition, and enhance the vibrancy and competitiveness of Hong Kong’s green and sustainable finance ecosystem. The HKMA is also actively involved in local and international bodies and networks to contribute to policy dialogues on addressing climate change and its impact on financial stability.
As an investor, the HKMA has been stepping up the Exchange Fund’s responsible investment momentum by expanding its sustainable investments across both public and private markets, and targeting opportunities that support climate transition and mitigate climate change, which in turn enhances the long-term portfolio returns.
Within the HKMA, we aspire to promote a green workplace and advocate greener solutions in society; nurture a healthy and inclusive workplace as a responsible and caring employer; and give back to society in addition to advocating financial literacy and financial inclusion.

A robust sustainability governance structure is in place to ensure effective integration of sustainability considerations into the HKMA’s strategic planning process and evaluation of the outcome of sustainability initiatives.
The Exchange Fund Advisory Committee and relevant sub-committees provide broad oversight of the HKMA’s work, including the HKMA’s sustainability-related work. At the management level, the Green and Sustainability Steering Committee, chaired by the Chief Executive of the HKMA, steers overall environmental, social and governance strategies and policies within the HKMA, supported by relevant teams and working groups which plan and execute sustainability initiatives in their respective areas.
At the inter-agency level, the Green and Sustainable Finance Cross-Agency Steering Group, co-initiated by the HKMA and the Securities and Futures Commission, provides strategic direction and co-ordinates cross-sectoral management of climate and environmental risks facing the financial sector, bolstering Hong Kong’s position as a leading green and sustainable finance hub in Asia and globally.
