Banking Industry Integrity Charter

With the full support of the HKMA and the Hong Kong Association of Banks (HKAB), the Independent Commission Against Corruption (ICAC) launched the Banking Industry Integrity Charter (BIIC) in October 2024.  Through public-private partnership, BIIC aims to combat and prevent corruption proactively, assist banks to enhance their integrity management system, and continuously strengthen corruption prevention awareness and capabilities of banks.

BIIC helps consolidate and enhance Hong Kong’s status as a clean and trustworthy international financial centre, and dovetail with the Belt and Road Initiative of the country in building a “Clean Silk Road”.  Participating banks are required to adhere to the five fundamental principles of the Charter including promoting a sound bank culture; establishing a code of conduct; assigning an integrity officer; the provision of integrity training and report suspected corruption.

Corruption Prevention Guide for Banks (the Guide)

  • Published by the ICAC, the Corruption Prevention Guide for Banks (the Guide) provides practical guidance on the anti-bribery legislation and on effective corporate governance and internal controls to guard against corruption risks in the business operation of banks.  The Guide is available on the Corruption Prevention Advisory Service* Portal of the ICAC (https://cpas.icac.hk).
  • Corruption Prevention Advisory Service (CPAS)

    CPAS under the Corruption Prevention Department of the ICAC is a specialised unit that focuses on providing free professional corruption prevention advice and services to private companies and organisations, including banks.  For more anti-corruption resources, please visit the CPAS Portal (https://cpas.icac.hk).
