The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong.  There is now an excellent opportunity for eligible candidates to apply for the following position:

Key Responsibilities

Reporting to the Chief Communications Officer, this role will be responsible for:

  • Visionary Leadership & Team Empowerment: Provide high-level strategic direction and leadership to a multidisciplinary team of creative, digital, and communications professionals. Foster a high-performance culture that balances institutional rigor with agility, inspiring the team to continuously push the boundaries of public education
  • Savvy Creative Campaign Direction: Drive the end-to-end conceptualization, artistic direction, and deployment of the HKMA’s signature public educational assets and anti-scam personas (e.g., Lachachu). Possess the marketing savvy to transform dry regulatory warnings into high-impact, culturally resonant, and viral multi-media campaigns
  • Oversight of the Public Enquiry Service (PES): Direct the operations, service delivery, and performance pledges of the HKMA’s Public Enquiry Service (PES) team. Oversee the management of public inbound enquiries, ensuring prompt and professional institutional responses
  • Advanced AI & Digital Integration: Spearhead the integration of Artificial Intelligence (AI) into the HKMA's marketing ecosystem. Utilize AI tools for rapid content generation, predictive trend analysis, and hyper-targeted audience segmentation. Direct the creation of cutting-edge educational tools to prepare the public for next-generation scams including but not limited to deep fakes
  • Mass Stakeholder Mobilization: Strategize and execute large-scale community, educational and institutional initiatives to maximize community reach and campaign impact
  • Cross-Sector Stakeholders Management: Lead strategic collaborations with key internal and external stakeholders in the public and private sector, as well as local school networks

 

Requirements

  • University degree in marketing, communications, creative media, Information technology, business administration, or related fields
  • At least seven years of robust, progressive leadership experience in brand strategy, digital market growth, or creative enterprise direction. Proven track record of leading and transforming creative teams as a Creative Director/ Managing Director in a 4A Agency, or heading growth marketing for fintech institutions a strong advantage
  • Leadership experience in managing creative and public engagement teams within high performing public institutions or statutory bodies a distinct advantage
  • Proven track record in corporate issues management a plus
  • Campaign Savvy: Exceptional, demonstrable savvy in local pop-culture marketing, short-form video algorithms, and community-driven movements, with a portfolio of award-winning or highly viral public engagement campaigns in Hong Kong
  • AI Capabilities: Strong technical literacy and hands-on experience with AI/ marketing tools. Ability to strategically deploy AI technologies to optimize content production workflows
  • Exceptional strategic leadership capability, balancing institutional and regulatory risk parameters with bold, non-traditional creative execution
  • Superior stakeholder management skills with high versatility to negotiate and manage complex multi-party operations internally and externally
  • Native fluency in spoken Cantonese and excellent command of written Chinese and English, intuitive grasp of contemporary local digital culture, memes, and narrative hooks

 

Conditions of service

  • Appointment will be made on fixed contract terms
  • A competitive remuneration package will be offered.  There is flexibility to take account of additional experience and qualifications
