Manager (Banking Conduct) – Digital Asset

The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong.  There is now an excellent opportunity for eligible candidates to apply for the following position:

Manager (Banking Conduct) – Digital Asset

 

Key Responsibilities

 

  • Formulate regulatory policies and guidance on authorized institutions' (AI) involvement in digital asset-related activities, e.g. sale and distribution, custodial services
  • Develop and conduct data collection to monitor digital asset-related activities of AIs
  • Supervise AIs on their conduct of digital asset-related activities including on-site examinations and off-site reviews
  • Conduct market surveillance on potential contravention of the Banking Ordinance
  • Monitor related international and local market and regulatory developments
  • Assist in the HKMA’s representation in relevant international fora and industry events
  • Prepare related briefing notes or/and papers for senior management

 

 

Requirements

 

  • University degree in law, accounting, finance, economics or digital asset-related fields such as computer science, data science
  • At least 3 years of work experience relevant to digital assets in financial services or related industries; exposure gained in major law or audit firms, global financial institutions or regulatory bodies is preferable
  • In-depth understanding of distributed ledger technology, digital asset ecosystem including issuance, trading, custody and decentralised finance, related industry practices and emerging trends
  • Sound knowledge of international and local regulatory requirements, market developments, risk management practices relating to digital assets and related activities
  • Self-motivated, flexible and able to work in a fast-paced environment
  • Well-organised and attention to detail
  • Good command of both written and spoken English and Chinese; proficiency in Putonghua an advantage

  • Appointment will be made on fixed contract terms
