The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong. 

CMU OmniClear Limited (CMU OmniClear) is a wholly owned subsidiary of the Exchange Fund.  It carries out the operation and business development activities of the Central Moneymarkets Unit (CMU) on behalf of the HKMA.  As part of the critical financial infrastructure in Hong Kong, CMU is a central securities depository (CSD) for securities.  CMU OmniClear’s vision is to continuously enhance CMU service coverage, expand connectivity with other markets and upgrade the CMU infrastructure to provide market participants with comprehensive and quality services.

Key Responsibilities

 

  • Lead Business Transformation:
    • Oversee critical deliverables for a high profile Custody Business Development Project, including business capability models, capabilities, and value streams
  • Foster Collaboration:
    • Engage with various business units and information systems to ensure alignment of business processes and strategies, promoting a cohesive approach to project execution
  • Implement MVP Operating Model:
    • Define, develop, and implement a Minimum Viable Product (MVP) operating model, continuously researching and assessing new technologies to support long-term business strategies
  • Develop Scalable Solutions:
    • Contribute to the creation and implementation of scalable, commercially viable solutions for the custody business, ensuring they meet market demands and client needs
  • Ensure Regulatory Compliance:
    • Maintain compliance with regulatory changes and ensure alignment with internal policies, adapting processes as necessary to meet evolving requirements
  • Build Client Relationships:
    • Establish and maintain strong relationships with clients, ensuring the delivery of high-quality services and addressing any concerns or feedback effectively
  • Adapt to Change:
    • Proactively adapt to evolving business and regulatory requirements to provide best-in-class service and product offerings, ensuring the organisation remains competitive
  • Oversee Service Providers:
    • Monitor and manage the performance and deliverables of service providers to ensure consistent and reliable service delivery, promptly addressing any issues
  • Operational Support:
    • Manage and provide operational and client service support upon implementation of the MVP, ensuring a smooth transition and ongoing support

 

Requirements

 

  • At least 8 years of custody-related experience in a well-established financial organization
  • Strong preference for candidates with experience in market infrastructure
  • University degree in a relevant field
  • Holder of relevant professional qualifications; a master’s degree is a plus
  • Proven experience in leading major custody operation teams
  • Exposure to both local and global custodian business is highly desirable
  • Demonstrated track record in project and/or product management, particularly in custody-related projects
  • In-depth knowledge of custody operations within the Hong Kong market, including Stock Connect and Bond Connect
  • Familiarity with overseas markets, including the US, European, and APAC markets, is ideal
  • Sound understanding of CCASS/CMU operations
  • Familiarity with international standards, market rules, procedures, and regulatory frameworks is preferred
  • Knowledge of the SWIFT, Account Operator model and Third Party Clearing is a plus
  • Excellent interpersonal and communication skills, capable of building relationships with clients and effectively interacting with senior management
  • Result-oriented, a good team player, and able to work independently
  • Positive mindset, highly self-motivated, organised, with strong multitasking and time management skills
  • Resourceful, open-minded, articulate, with strong analytical and problem-solving skills
  • Fluent in written and spoken English and Chinese; proficiency in Mandarin is a plus
  • Candidates with supplementary experience and qualifications will also be considered, even if they do not meet all of the specified requirements above

The Director of Project Management will be instrumental in driving the success of the custody business development project, ensuring that CMUOC delivers innovative, compliant, and client-focused solutions.  This role requires a strategic leader with a strong understanding of business transformation, regulatory compliance, operations and client relationship management.

The ideal candidate will bring extensive experience and a strategic mindset to the team, playing a critical role in the successful development and management of projects within CMUOC.

(Candidates with less experience may be considered for an offer of appointment at Associate Director level.)
