The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong.

The HKMA currently embarks on a multi-year Digitalisation Programme that cuts across multiple functions, including banking and anti-money laundering supervision, financial stability surveillance, research and investment, with the aim of using technologies and data science to help us identify emerging risks and trends in a more forward-looking manner.

There is now an excellent opportunity for eligible candidates to apply for the following position to work under the Digitalisation Programme:

Technology Innovation Lead

 

Key Responsibilities

 

Technology Evaluation & Delivery

  • Identify technologies with potential to solve business challenges or create new opportunities
  • Design and execute proof-of-concept projects to validate technology capabilities
  • Develop implementation plans for successful technologies, including integration requirements
  • Work closely with Platform Engineers and Product Owners to deliver software in a continuous delivery environment
  • Create measurement frameworks to assess business impact of implemented innovations

Technical Enablement & Leadership

  • Coach engineers and product teams on how to adopt modern development practices, including use of LLMs, APIs, and cloud-native infrastructure
  • Act as a connector between different teams by providing platform knowledge, sharing best practices, and offering technical expertise where it is most needed
  • Work with stakeholders to understand needs and help co-design innovative solutions
  • Champion reusability, modularity, and platform thinking

Ecosystem Development

  • Build relationships with technology vendors, start-ups, research institutions, and industry partners
  • Establish partnerships to access emerging technologies and expertise
  • Create opportunities for co-innovation with external partners

 

Requirements

 

  • University degree in computer science, software engineering, or related fields
  • At least 3 years of experience in software engineering or technical leadership roles, including relevant experience in data platform development
  • Proven track record of successfully implementing innovative technologies
  • Strong understanding of enterprise architecture and systems integration
  • Strong systems thinking with the ability to design for scalability and extensibility
  • Excellent communication skills with the ability to translate technical concepts for non-technical audiences
  • Experience in managing cross-functional technical teams
  • Experience with cloud-native technologies (e.g., AWS, GCP, containers, serverless)
  • Background in building or integrating with AI/ML platforms
  • Knowledge of data engineering or data platform components
  • Exposure to rapid prototyping, experimentation, and lean delivery practices

 

Conditions of service

 

  • Appointment will be made on fixed contract terms
  • A competitive remuneration package will be offered.  There is flexibility to take account of additional experience and qualifications
