CMU OmniClear Limited (CMU OmniClear) is a wholly owned subsidiary of the Exchange Fund. It carries out the operation and business development activities of the Central Moneymarkets Unit (CMU) on behalf of the HKMA. As part of the critical financial market infrastructure in Hong Kong, CMU is a central securities depository (CSD) for securities. Chief Operating Officer
Key Responsibilities
Reporting to the CEO, the role will be responsible for managing and overseeing the operations of securities clearing, settlement and custodian systems to ensure the systems operate safely, reliably, and efficiently at all times. Key responsibilities include:
- Operational Oversight: Design and implement operational strategies aligned with the company’s strategic goals and regulatory requirements, ensuring safe, reliable and efficient service delivery across all functions
- Strategic Leadership: Collaborate with senior management to drive strategic initiatives that promote growth, profitability, and operational effectiveness, ensuring alignment with the company’s long-term vision
- Team Leadership & Development: Foster a high performance culture by engaging and developing teams, promoting accountability, and driving performance through strong leadership and relationship-building
- Risk Management & Compliance:
- Safeguard the company’s interests through the effective implementation of risk control policies and procedures
- Develop and maintain a comprehensive risk management framework that identifies, assesses, and mitigates risks across all operational areas
- Ensure adherence to regulatory standards and best practices, maintaining the highest levels of compliance and ethical conduct
- Customer-Centric Strategy: Drive a customer-focused strategy that prioritizes service excellence and customer satisfaction, continually seeking improvement to enhance the client experience
- Performance Management: Define and monitor key performance indicators (KPIs) to evaluate operational success, providing regular reports to senior management on performance outcomes and areas for improvement
- Technology Integration: Leverage technology and innovation to streamline operations, improve efficiency, and enhance data analytics capabilities for informed decision-making
- Cross-Departmental Collaboration: Facilitate collaboration among departments to ensure cohesive operations and alignment with business objectives, promoting a unified approach to achieving company goals
Requirements
- University degree in Business Administration, Accounting, Finance, or a related field; MBA or equivalent advanced degree is preferred
- At least 15 years of relevant experience in financial institutions or market infrastructure organizations, with at least 7 years in a senior leadership role
- Proven experience in overseeing custody operations with a strong understanding of regulatory requirements, compliance standards, and best practices
- Demonstrated capability in financial management, strategic planning, operations oversight, with a focus on driving profitability and growth
- Excellent leadership, communication, and interpersonal skills, with a track record of building and motivating high-performing teams
- Strong analytical, strategic-thinking, and problem-solving skills, with the ability to collaborate effectively with stakeholders and senior management to identify and address complex issues.
- Proven ability to lead organisational change initiatives and foster a culture of continuous improvement
- Experience in leveraging technology to enhance operational efficiency and drive innovation within the organisation
- Candidates with supplementary experience and qualifications will also be considered, even if they do not meet all of the specified requirements above
