CMU OmniClear Limited (CMU OmniClear) is a wholly owned subsidiary of the Exchange Fund. It carries out the operation and business development activities of the Central Moneymarkets Unit (CMU) on behalf of the HKMA. As part of the critical financial market infrastructure in Hong Kong, CMU is a central securities depository (CSD) for securities. Associate Director, Project Management (Contract)
Key Responsibilities
- Project Management Support:
- Provide and lead project management support for CMUOC initiatives, establishing it as a major international central securities depository in Asia
- Stakeholder Engagement:
- Meet with top management and internal/external stakeholders to identify project requirements, delivery timelines, and costs
- Maintain effective communication with stakeholders, providing regular updates on project status, risks, and issues
- Business Process Evaluation:
- Evaluate and enhance current business processes by creating process maps and flowcharts to visualize improvements
- Collaboration with IT:
- Work closely with IT teams to understand system capabilities and assess how technology can meet business objectives
- Solution Design and Validation:
- Collaborate with stakeholders to design and validate solutions, creating business specifications and use cases
- Project Governance:
- Define project governance, including deliverables, processes, and ceremonies, while tracking progress and quality of execution
- Risk and Issue Management:
- Lead risk, issue, and change control processes for assigned projects
- Develop action plans to mitigate risks, resolve issues, and track action items
- Documentation Maintenance:
- Maintain comprehensive documentation of requirements, process flows, specifications, and deliverables, ensuring accessibility and accuracy
- Project Status Reporting:
- Compile and submit project status reports to management and other collaborators, ensuring transparency and accountability
- Collaboration for Implementation:
- Work effectively with relevant collaborators to ensure efficient project implementation
Requirements
- University degree, preferably in business administration, information technology, or a related field
- At least 5 years of relevant working experience in a well-established financial organisation
- Previous experience as a business analyst or in a similar role, ideally within technology-driven projects
- Knowledge of cash equity post-trade clearing and custody functions in various markets is preferred
- Exceptional analytical and problem-solving abilities
- Strong leadership and interpersonal skills to influence decisions made by project sponsors and stakeholders
- Assertiveness to drive tasks to completion
- Strong negotiation skills, conflict management, and influencing skills at different levels of management
- Candidates with supplementary experience and qualifications will also be considered, even if they do not meet all of the specified requirements above
The Associate Director of Project Management role requires a blend of educational qualifications, extensive experience in the financial sector, and strong leadership capabilities. This combination will enable them to effectively navigate the complexities of technology-driven projects and foster collaboration among diverse stakeholders.
(Candidates with less experience may be considered for an offer of appointment at Senior Associate level.)
