Associate Fintech Director – Project Management Office (PMO)

The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong.  There is now an excellent opportunity for eligible candidates to apply for the following position in the Hong Kong FMI Services Limited (HKFMI), a wholly owned subsidiary of the HKMA:

Associate Fintech Director – Project Management Office (PMO)

 

Key Responsibilities

 

  • Responsible for project management for a multi-jurisdiction payment system project, covering planning, execution, monitoring, reporting and delivery
  • Drive stakeholder engagement and co-development with multiple parties, including central banks / public authorities, financial institutions, payment system operators, technology partners, industry bodies and other relevant stakeholders
  • Facilitate workshops to align on business objectives, operating model, product scope, functional requirements, legal/regulatory considerations, and implementation approach
  • Translate policy and business needs into clear delivery artefacts
  • Coordinate co-design and co-build activities, including managing deliverables across business, legal, compliance, policy and technical streams
  • Ensure project deliverables meet required standards on security, resilience, data governance, privacy, and operational controls; support risk assessments and audit requirements
  • Prepare high-quality management updates and briefing materials for senior management and external stakeholders

 

Requirements

 

  • University degree in business administration, finance, computer science, engineering or related fields, other relevant qualifications are preferred
  • At least 3 years of relevant work experience in finance and IT projects
  • Proven hands-on experience in project management for large-scale technology, payments, financial market infrastructure, or cross-organisation initiatives
  • Good understanding of payment systems and digital finance; knowledge of cross-border payments, RTGS / clearing & settlement concepts, messaging standards (e.g. ISO 20022), and operational risk an advantage
  • Exposure to DLT / tokenisation / digital money initiatives (e.g. CBDC, tokenised deposits, blockchain-based settlement) desirable
  • Ability to communicate effectively with both business and technical teams
  • Strong project management discipline (planning, dependency management, RAID, change control); familiarity with agile delivery a plus
  • Excellent communication, stakeholder management and negotiation skills; able to produce concise, well-structured papers and presentations
  • Fluency in both written and oral English and Chinese, including proficiency in both Cantonese and Putonghua

 

Conditions of service

 

  • Appointment will be offered by HKFMI on fixed contract terms
  • A competitive remuneration package will be offered.  There is flexibility to take account of additional experience and qualifications
