The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong. 

CMU OmniClear Limited (CMU OmniClear) is a wholly owned subsidiary of CMU OmniClear Holdings Limited, which is jointly owned by the Exchange Fund (as the majority shareholder) and Hong Kong Exchanges and Clearing Limited (as the minority shareholder).  It carries out the operation and business development activities of the Central Moneymarkets Unit (CMU) on behalf of the HKMA.  As part of the critical financial market infrastructure in Hong Kong, CMU is a central securities depository (CSD), providing secure and efficient clearing, settlement and custodian services for securities. CMU OmniClear’s vision is to continuously enhance CMU service coverage, expand connectivity with other markets and upgrade the CMU infrastructure to provide market participants with comprehensive and quality services.

Director, IT Infrastructure Service

 

Key Responsibilities

 

  • Build and manage a team of IT infrastructure specialists to manage and support the IT infrastructure, ensuring high availability, performance and stability
  • Lead and execute the IT infrastructure roadmap to drive the successful implementation of IT infrastructure to support enterprise workloads
  • Lead governance, regulatory compliance, and risk management activities for infrastructure. Act as senior point of contact for regulatory engagement, audits, and supervisory review relating to IT infrastructure
  • Evaluate different infrastructure solutions to support new IT service delivery and ensuring end-to-end infrastructure and operational preparedness
  • Create detailed documentation for system architecture and design
  • Architect and build new data centres, network, server/storage, internal cloud, end-user computing, voice, video conferencing, back-up and archiving,
  • Establish IT operations, security operations, BCP, capacity planning, release management, service request workflows, and cost optimization
  • Drive adoption of emerging technologies, such as IaC, cloud-native and hybrid clouds, and AIOps

 

Requirements

 

  • University degree in information technology, computer engineering or related fields
  • At least 8-year experience in design, implementation and support of large scale, high-availability and mission critical IT infrastructure, preferably in finance, banking or related fields
  • Proven ability to unify and lead teams with diverse skill sets, fostering motivation and inspiration
  • Knowledge of financial industry best practices and emerging technologies in infrastructure set-up and delivery
  • Strong knowledge of IT Service Management processes and/or leading the IT Service management tools (such as ServiceNow, Ivanti Neurons)
  • Experience in system and network administration
  • Experience in cloud computing and virtualization technologies
  • Strong vendor management and negotiation skills
  • Good command of both English and Chinese, including Cantonese and Putonghua
  • Candidates with supplementary experience and qualifications will also be considered, even if they do not meet all of the specified requirements above

(Candidates with less experience may be considered for an offer of appointment at Associate Director level.)
