The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong.  There is now an excellent opportunity for eligible candidates to apply for the following position:

Associate Fintech Director – Open Banking (Project Management)

 

Key Responsibilities

 

  • Lead the planning, development, and ongoing enhancement of the Interbank Account Data Sharing (IADS) and Open API initiatives, ensuring effective project management, cross‑team coordination, and timely delivery
  • Coordinate industry implementation and operational alignment of the IADS initiative, acting as the key contact with participating banks on business and technical aspects, and managing contractors to support enhancements, issue resolution, and change management activities
  • Contribute to the strategic development and continuous evolution of IADS, Open API and digital banking operation frameworks, promoting interoperability, innovation, and adoption of emerging banking services enabled by financial data exchange
  • Maintain a strong understanding of Fintech, digital banking, and Open Banking trends, including developments in other leading jurisdictions, as well as API management, data analytics, and secure data‑sharing practices, to support industry innovation and best practices
  • Facilitate stakeholder engagement and collaboration among banks, service providers, and industry partners to drive adoption, ensure service quality, and deliver effective project outcomes

 

Requirements

 

  • University degree in information systems, computer science, engineering or related fields
  • At least 3 years of relevant experience in digital banking, Open API/Open Banking, system integration, or financial technology initiatives within the banking or fintech sector
  • Sound knowledge of financial data-sharing frameworks and digital banking operations, with exposure to Fintech innovation, API ecosystems, and emerging data-exchange models
  • Good understanding of API security standards (such as OAuth 2.0, OpenID Connect, and JWT), cloud‑based technologies, and API management platforms would be an advantage
  • Strong project management, stakeholder engagement and communication skills, with a proven ability to coordinate cross‑institutional initiatives and manage contractors to ensure quality and timely delivery
  • Strong analytical and problem‑solving abilities, with a self-motivated and detail-oriented approach to identifying issues and driving effective solutions
  • Good command of both written and spoken English and Chinese. Proficiency in Putonghua an advantage

 

Conditions of service

 

  • Appointment will be made on fixed contract terms
  • A competitive remuneration package will be offered.  There is flexibility to take account of additional experience and qualifications
