Associate Fintech Director – AI and Open Banking (Technical)

The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong.  There is now an excellent opportunity for eligible candidates to apply for the following position in the Hong Kong FMI Services Limited (HKFMI), a wholly owned subsidiary of the HKMA:

Associate Fintech Director – AI and Open Banking (Technical)

 

Key Responsibilities

 

  • Provide technical leadership and support for the design, development, and implementation of fintech initiatives related to Artificial Intelligence (AI), Open API and Interbank Account Data Sharing (IADS) initiative
  • Oversee the architecture and operations to ensure stable, resilient, and scalable technology platforms that support AI infrastructure and secure financial data exchange
  • Collaborate participating banks, technology partners and service providers to coordinate system testing, integration, and performance optimisation
  • Review and advise on technical designs and implementation plans to ensure compliance with regulatory standards, cybersecurity requirements, and industry best practices
  • Engage with stakeholders across the banking sector to identify and prioritise IADS and other Open Banking use cases and development needs, providing technical recommendations that enhance data interoperability and customer consent‑based sharing
  • Maintain a deep understanding of emerging technologies and industry trends in AI, API management, Open Banking, fintech innovation and financial data exchange frameworks
  • Manage contractors and vendors to ensure quality deliverables, cost efficiency, and consistent operational performance
  • Provide technical oversight and mentorship to ensure effective knowledge transfer and capability development within the team

 

Requirements

 

  • University degree in computer science, information systems, engineering or related fields
  • At least 3 years of relevant experience in system architecture, infrastructure management or technical solution design, preferably in the banking or fintech sector
  • Solid understanding of API security frameworks (e.g. OAuth 2.0, OpenID Connect, JWT) and API design principles including RESTful APIs, API gateways, and microservices architecture
  • Good knowledge of cloud‑based and containerised platforms (e.g. Docker, Kubernetes) to support AI infrastructure operations, model deployment and resource orchestration. Hands‑on experience in these areas would be an advantage
  • Good understanding of data security and governance requirements in cloud and Open API/Open Banking environments
  • Experience in system integration and vendor management to ensure delivery quality and operational resilience
  • Proficiency in data analytics and programming tools such as SQL, Python and Power BI
  • Familiarity with AI model lifecycle management and performance optimisation an advantage
  • Strong analytical and problem-solving skills with the ability to resolve complex technical issues and ensure operational reliability
  • Effective communication and collaboration skills with the ability to work across technical and business stakeholders
  • Good command of both written and spoken English and Chinese. Proficiency in Putonghua an advantage

  • Appointment will be offered by HKFMI on fixed contract terms
