The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong. 

CMU OmniClear Limited (CMU OmniClear) is a wholly owned subsidiary of CMU OmniClear Holdings Limited, which is jointly owned by the Exchange Fund (as the majority shareholder) and Hong Kong Exchanges and Clearing Limited (as the minority shareholder).  It carries out the operation and business development activities of the Central Moneymarkets Unit (CMU) on behalf of the HKMA.  As part of the critical financial market infrastructure in Hong Kong, CMU is a central securities depository (CSD), providing secure and efficient clearing, settlement and custodian services for securities. CMU OmniClear’s vision is to continuously enhance CMU service coverage, expand connectivity with other markets and upgrade the CMU infrastructure to provide market participants with comprehensive and quality services.

Associate (Technology Service – Application Development)

 

Key Responsibilities

 

  • Perform hands-on system analysis and development for the in-house systems that support the daily operation of CMUOC, including requirements elaboration, design, build, integration and testing
  • Produce technical deliverables including system design documents, interface specifications, data models, sequence diagrams, and test artefacts
  • Develop and maintain application components (e.g. backend services, APIs, workflow where applicable) and support code reviews and quality assurance
  • Support integration with external/internal systems (e.g. CMU system, ICSD interfaces, API and messaging standards such as ISO 15022 and 20022 where applicable)
  • Participate in DevSecOps activities, including CI/CD pipeline usage, environment setup/ support, release packaging and deployment coordination
  • Conduct and support end-to-end testing (unit, integration, regression, performance and security testing), defect triage and remediation
  • Implement security and control requirements (e.g. authentication/authorisation, encryption, audit logging, key management considerations, data governance)
  • Prepare technical documentation and contribute to operational readiness (monitoring, logging, runbooks, incident support procedures) for pilot and production-like environments
  • Work closely with cross-functional stakeholders (product/project, architecture, cybersecurity, operations, partner teams) in a co-development setting

 

Requirements

 

  • University degree, preferably in computer science, business information systems, information technology or related disciplines
  • At least 3 years of relevant experience in system analysis and application development, preferably in banking, payments, financial market infrastructure or other regulated environments
  • Strong hands-on experience in developing .NET (preferably using VB.Net) and Java applications
  • Solid experience in system integration using RESTful/SOAP APIs and messaging concepts
  • Solid experience in Oracle database and PL/SQL
  • Familiarity with software development lifecycle and agile development methodology, including version control, testing practices and exposure to DevOps/CI/CD
  • Able to work independently with minimum supervision
  • Good command of both English and Chinese, including Cantonese and Putonghua
  • Good interpersonal and communication skills
  • Candidates with supplementary experience and qualifications will also be considered, even if they do not meet all of the specified requirements above

(Candidates with less experience may be considered for an offer of appointment at Analyst level.)
