The Hong Kong Monetary Authority (HKMA) is charged with the responsibility for maintaining the stability and integrity of the monetary and financial systems of Hong Kong. 

CMU OmniClear Limited (CMU OmniClear) is a wholly owned subsidiary of CMU OmniClear Holdings Limited, which is jointly owned by the Exchange Fund (as the majority shareholder) and Hong Kong Exchanges and Clearing Limited (as the minority shareholder).  It carries out the operation and business development activities of the Central Moneymarkets Unit (CMU) on behalf of the HKMA.  As part of the critical financial market infrastructure in Hong Kong, CMU is a central securities depository (CSD), providing secure and efficient clearing, settlement and custodian services for securities. CMU OmniClear’s vision is to continuously enhance CMU service coverage, expand connectivity with other markets and upgrade the CMU infrastructure to provide market participants with comprehensive and quality services.

Senior Consultant, Information Technology (Contract)

 

Key Responsibilities

 

  • Reporting to the Head of Information Technology, this role will provide advice on the strategy, design, implementation and integration of CMU OmniClear’s core IT infrastructure, new business systems and other internal systems
  • Provide advice on the development, revision, and implementation of policies, processes, and standards related to IT, data management, and cybersecurity
  • Work closely with business and operations teams on the architectural design of CMU OmniClear’s systems, taking into account existing systems and future business needs
  • Engage with market participants and customers, develop an IT transition plan for CMU OmniClear that takes into account downstream market considerations
  • Manage the full lifecycle of vendor and consultant engagement, from initial outreach and relationship building to the procurement and contracting of external services and development teams
  • Provide any other advice and support on CMU OmniClear’s IT development

 

Requirements

 

  • University degree in information technology or related fields is preferred
  • At least 10 years of relevant IT experience in market infrastructure, preferably across multiple markets
  • Good knowledge of key financial market infrastructures, such as central securities depositories and payment systems, and their front-to-back-office operations
  • Familiarity with relevant vendors of market infrastructure technology
  • Proven experience in designing, building, deploying medium to large scale platform solutions for financial infrastructures using modern technologies
  • Strong leadership skills and solid experience in leading a team
  • Flexibility to consider additional experience and qualifications
  • Candidates with supplementary experience and qualifications will also be considered, even if they do not meet all of the specified requirements above

(Candidates with less experience may be considered for an offer of appointment at other level.)
