CMU OmniClear Limited (CMU OmniClear) is a wholly owned subsidiary of the Exchange Fund.  It carries out the operation and business development activities of the Central Moneymarkets Unit (CMU) on behalf of the HKMA.  As part of the critical financial infrastructure in Hong Kong, CMU is a central securities depository (CSD), providing secure and efficient clearing, settlement and custodian services for securities.  CMU OmniClear’s vision is to continuously enhance CMU service coverage, expand connectivity with other markets and upgrade the CMU infrastructure to provide market participants with comprehensive and quality services.

Associate Director (China Desk Operations and Development)

 

Key Responsibilities

 

  • Lead and coordinate daily operations of the CMU, with a focus on Bond Connect and collateral management
  • Monitor and analyze developments on repo and collateral markets. Develop implementation arrangements for the CMU's initiatives and system enhancements related to Bond Connect and collateral management services
  • Support continuous operation improvement initiatives by collaborating with relevant internal and external stakeholders to prepare action plans
  • Review and assist in updating the CMU’s documentation, including operational procedures, contingency plans, and the PFMI Disclosure Framework, as needed
  • Participate in industry events on behalf of CMU OmniClear

 

Requirements

 

  • University degree in finance, business, or related fields
  • At least 5 years of experience in international and domestic bond settlement.  Hands-on experience with any of the operating and settlement systems, such as CMU or other CSDs and International CSDs, is required.  Experience in collateral management and tripartite repo management services is an advantage
  • Solid experience in leading / coordinating the testing of application systems, e.g. preparing test plan / test cases and managing testing activities
  • Proficiency in MS Excel, Word, PowerPoint and knowledge of macro and VBA programming
  • Good command of both oral and written English and Chinese.  Proficiency in Putonghua
  • Candidates with supplementary experience and qualifications will also be considered, even if they do not meet all of the specified requirements above

(Candidates with less experience may be considered for an offer of appointment at Senior Associate level.)
