香港金融管理局—國際結算銀行高級別會議
香 港 金 融 管 理 局 ( 金 管 局 ) 與 國 際 結 算 銀 行 ( The Bank for International Settlements)將於 2023 年 11 月 27-28 日在香港聯合主辦香港金融管理局—國際結算銀行高級別會議(The HKMA-BIS HighLevel Conference)。此次會議標誌金管局成立 30 周年與國際結算銀行亞太區代表辦事處在港成立 25 周年。與會者預計超過 300 人,包括現任與前任央行行長、地區與本地金融機構首席執行官、以及來自香港及亞洲其他地區的專家。

會議將討論中央銀行及政策制定者面臨的主要挑戰,如持續的通脹壓力和「更長時間更高利率」(higher-for-longer)的經濟環境、金融創新背景下貨幣系統的未來、過往金融危機可供借鑒的經驗教訓、以及塑造經濟格局的結構性變化。金融機構領導者也會就這些重要 議題及其對亞洲金融未來的影響提出他們的看法。

此次會議是自疫情後中央銀行行長首次聚集於香港的大型盛會。

Dr Norman Chan previously served as Chief Executive of the Hong Kong Monetary Authority, Deputy Director of the Office of the Exchange Fund of Hong Kong, Director of the Chief Executive of the HKSAR’s Office and Vice Chairman of Standard Chartered Bank.

Dr Chan received a Bachelor’s degree in Social Sciences from the CUHK, an Honorary Fellowship from the CUHK, an Honorary Doctor of Business Administration from the City University, Lingnan University and Shue Yan University.

Dr Chan currently serves as the Chairman of the Board of Trustees of Chung Chi College of CUHK, Vice Chairman of CUHK Council, Chairman of the Board of Directors of RD Wallet Technologies Ltd, RD ezLink Limited, Chairman of the Hong Kong Acquisition Corporation and Founding Chairman of Hong Kong Institute of Web3.0.

Mr. Tao ZHANG has been Chief Representative of the BIS Office of Asia and the Pacific since September 2022. As a member of the BIS senior management, he takes lead in its activities in Asia and the Pacific.

Mr. Zhang has extensive experiences both in international arena and at the national level in China. He served as Deputy Managing Director of the International Monetary Fund (IMF) in Washington, DC during 2016-2021. Mr. Zhang also held senior positions in China, including Deputy Governor of the People’s Bank of China, and Chairman of the Supervisory Board at the People’s Insurance Company (Group) of China Limited. Earlier in his career, he had worked as an economist at the World Bank and the Asian Development Bank.

Mr. Zhang has a Ph.D. in International Economics from the University of California, Santa Cruz, USA, and a bachelor’s degree from Tsinghua University, China

行政會議非官守議員、香港金融管理局前任總裁
任志剛是香港特別行政區行政會議成員,亦是現任香港中文大學劉佐德全球經濟及金融研究所傑出研究員及管理委員會委員。在他超過38年的公職生涯中,主要負責處理貨幣與金融事務。他於1993年至2009年期間出任香港金融管理局首位總裁。2009年獲香港特區政府頒授大紫荊勳章。

Sethaput Suthiwartnarueput
泰國銀行行長
Sethaput Suthiwartnarueput is the 24th Governor of the Bank of Thailand and board member for the National Economic and Social Development Council, the Securities and Exchange Commission, and the Insurance Commission.

Sethaput has extensive experience in economics, policy and financial markets. He has held senior positions with the Siam Commercial Bank group; the Stock Exchange of Thailand; and the Ministry of Finance, and has served on the Board of Directors at PTT Exploration and Production, Osotspa, TMB Bank, and the Bank of Thailand, where he was also on the Monetary Policy Committee.

Prior to returning to Thailand, he was with the World Bank in Washington, DC and McKinsey & Co. in New York. Sethaput received his BA with highest honors from Swarthmore College and his M. Phil and Ph.D. in economics from Yale University.

Masaaki Shirakawa was previously Governor of the Bank of Japan. He was appointed as Governor in April 2008, and left the Bank in March 2013. He was also Vice-Chairman of the Board of Directors of the BIS (The Bank for International Settlements) between January 2011 and March 2013. Currently, he is Distinguished Guest Professor at Aoyama-Gakuin University in Tokyo and a member of the Group of Thirty—a private, non-profit, international body composed of senior policymakers from central banks, supervisory agencies, the financial sector, and academia.

Masaaki Shirakawa joined the Bank of Japan in 1972. At the Bank, he held various key positions, including the Bank's Chief Representative in the Americas and Executive Director in charge of monetary policy. Other professional experiences include professorship at the Kyoto University School of Government from July 2006 to March 2008.

Masaaki Shirakawa was born in Kitakyushu-city, Fukuoka prefecture in September 1949. He studied economics at the University of Tokyo (B.A.) and at the University of Chicago (M.A.). He published several books, including Tumultuous Times : Central Banking in an Era of Crisis by Yale University Press in 2021.

Michele Bullock
澳洲儲備銀行行長
Ms Bullock commenced as Governor on 18 September 2023. She is Chair of the Reserve Bank Board, Payments System Board and Council of Financial Regulators. Prior to her current role, Ms Bullock was the Deputy Governor of the Reserve Bank of Australia.

Ms Bullock has also held a variety of senior management positions in the Bank. She was Assistant Governor (Financial System), Assistant Governor (Business Services), Assistant Governor (Currency), Adviser for the Currency Group and, before that, Head of Payments Policy Department.

Zeti Aziz
亞洲商學院創校主席、馬來西亞國家銀行前任行長
Dr. Zeti, a career Central Banker served as the Governor of Bank Negara Malaysia from 2000 to 2016. She had an important role in successfully managing the 1997-1998 Asian financial crisis and its strong consequent economic recovery in Malaysia. She was instrumental in transforming the Malaysian financial system and building its robust resilience. She was active in strengthening regional cooperation and was unrelenting in working for ASEAN and East-Asian regional financial integration. She was also a voice for the emerging world concerning many global issues. She has also had an extensive role in the global development of Islamic finance, and was active in the global financial inclusion agenda. She is currently the Co-chair of the Board of Governors of Asia School of Business established in collaboration with MIT Sloan. Over 2018-2021, she also served as Group Chairman of Perbadanan Nasional Berhad (PNB). Dr. Zeti received her PhD in Economics from the University of Pennsylvania.

Erik Thedéen

Erik Thedéen is Governor of Sveriges Riksbank and Chairman of the Executive Board since 1 January 2023.

Governor Thedéen is a Member of the Board of Directors of the BIS, Member of the General Council of the ECB and Chair of the European Systemic Risk Board (ESRB). Governor Thedéen is also Governor for Sweden in the IMF and Board Member of the Nordic-Baltic Macroprudential Forum (NBMF).

Between October 2015 and November 2022 Mr. Thedéen was Director General of the Swedish Financial Supervisory Authority (Finansinspektionen). Mr. Thedéen has also previously been board member of International Organisation of Securities Commissions (IOSCO) and Chair of its Task Force on Sustainable Finance, Vice chair of the European Securities and Markets Authority (ESMA) and co-chair of the Nordic-Baltic Macro Prudential Forum.

Erik Thedéen has also been CEO of KPA Pension, State Secretary at the Swedish Ministry of Finance, President of the Stockholm Stock Exchange (Nasdaq Stockholm), a strategist at the hedge fund Brummer & Partners, Deputy Director General of the Swedish National Debt Office, a strategist at the money market firm JP Bank, and an analyst at Sveriges Riksbank.

Erik Thedéen holds a Degree of Master of Science in Business and Economics from the Stockholm School of Economics.

Philip Lowe
澳洲儲備銀行前任行長
Mr Lowe was Governor of the Reserve Bank of Australia from 2016 to September 2023. He was Chair of the Reserve Bank Board and Payments System Board, and Chair of the Council of Financial Regulators. His career at the RBA spans more than 43 years and he spent two years at the Bank for International Settlements working on financial stability issues.  He chaired the Committee on the Global Financial System of the Bank for International Settlements from 2018 to 2023.

Mr Lowe holds a PhD from the Massachusetts Institute of Technology and a B.Comm (Honours and University Medal) in Economics/Econometrics from the University of New South Wales. He has authored numerous papers, including on the linkages between monetary policy and financial stability.

Ravi Menon

Mr Ravi Menon was appointed Managing Director of the Monetary Authority of Singapore (MAS) in 2011. He was previously Permanent Secretary at the Ministry of Trade & Industry and Deputy Secretary at the Ministry of Finance.

Mr Menon began his career at MAS in 1987. During his 16 years in MAS, he was involved in monetary policy; econometric forecasting; organisational development; banking regulation and liberalisation; and integrated supervision of complex financial institutions. Mr Menon spent a year at the Bank for International Settlements in Basel, as a member of the secretariat to the Financial Stability Forum. A recipient of the Singapore Government's Meritorious Service Medal and Public Administration (Gold) Medal, Mr Menon has served on a variety of boards in the public, private, and people sectors in Singapore. On the international front, Mr Menon chairs the Network of Central Banks and Supervisors for Greening the Financial System as well as Chair of the Glasgow Financial Alliance for Net Zero APAC Network Advisory Board. He is also a member of the Financial Stability Board (FSB) Steering Committee. Mr Menon holds a Master's in Public Administration from Harvard University and a Bachelor of Social Science (Honours) in Economics from the National University of Singapore

Philipp Hildebrand

Philipp Hildebrand, Vice Chairman of BlackRock, is a member of the firm's Global Executive Committee. He also oversees the BlackRock Investment Institute (BII) and BlackRock Sustainable and Transition Solutions (STS). Mr. Hildebrand joined BlackRock in 2012. Prior to that, he served as Chairman of the Governing Board of the Swiss National Bank (SNB). In that capacity, he was also a Director of the Bank for International Settlements (BIS), the Swiss Governor of the International Monetary Fund (IMF) and a member of the Financial Stability Board (FSB), of which the Leaders of the G20 appointed him Vice Chairman in 2011. He was also Chairman of the Administrative Committee of the Board of Directors of the BIS, and part of the Steering Committee and the Plenary of the Financial Stability Board (FSB). Previously, Mr. Hildebrand was Chief Investment Officer of a Swiss private bank and a partner at Moore Capital Management in London. Mr. Hildebrand is a Trustee of the British Museum, Chair of the Zurcher Kunstgesellschaft, a member of the Group of Thirty and an Honorary Fellow of Lincoln College, Oxford. He sits on the International Leadership Council for Europe for the University of Toronto. He is a Chevalier de L'Ordre National du Merite (France). Mr. Hildebrand earned a BA from the University of Toronto, an MA from the Graduate Institute of International Studies in Geneva, and a DPhil from the University of Oxford.

Agustín Carstens
國際結算銀行總裁
Agustín Carstens became General Manager of the BIS on 1 December 2017.

Mr Carstens was Governor of the Bank of Mexico from 2010 to 2017. A member of the BIS Board from 2011 to 2017, he was chair of the Global Economy Meeting and the Economic Consultative Council from 2013 until 2017. He also chaired the International Monetary and Financial Committee, the IMF's policy advisory committee from 2015 to 2017.

Mr Carstens began his career in 1980 at the Bank of Mexico. From 1999 to 2000, he was Executive Director at the IMF. He later served as Mexico’s deputy finance minister (2000–03) and as Deputy Managing Director at the IMF (2003–06). He was Mexico's finance minister from 2006 to 2009.

Mr Carstens has been a member of the Financial Stability Board since 2010 and is a member of the Group of Thirty.

Mr Carstens holds an MA and a PhD in economics from the University of Chicago.

Amy Lo is Chairman of Global Wealth Management Asia, Co-Head of Wealth Management Asia Pacific, Head and Chief Executive of UBS Hong Kong, and a Managing Director at UBS.. Since joining UBS in 1995, she has held a number of senior management positions including Regional Head of Ultra High Net Worth and Global Family Office in Asia. With over 30 years of experience in the banking industry, Amy actively involved in the development of Hong Kong’s private banking industry. Amy chairs the Executive Committee of the Hong Kong Private Wealth Management Association (PWMA), and is a Board Member of the Hong Kong Financial Services Development Council (FSDC).

Dr. Pan is the Governor of the People’s Bank of China (PBOC) and Administrator of the State Administration of Foreign Exchange. He joined the PBOC in 2012 as Deputy Governor.

Dr. Pan was born in July 1963. He received a PhD in Economics in 1993.

Dave Ramsden
英倫銀行副行長
Dave Ramsden joined the Bank to become Deputy Governor for Markets and Banking on 4 September 2017. He is responsible for oversight of Markets, Banking Payments and Innovation, and Resolution directorates. Dave is a member of the Monetary Policy Committee, the Financial Policy Committee and the Prudential Regulation Committee. He is also the Chair of the RTGS/CHAPS Board.

Before joining the Bank, Dave was Chief Economic Adviser to the Treasury and Head of the Government Economic Service from 2007 – 2017. He was responsible for advising on UK macroeconomic policy and was the Government's representative of the meetings of the Bank’s Monetary Policy Committee. Previous to that he held a number of civil service roles including leading the Treasury work advising on whether the UK should join the Euro.

Dave was awarded a CBE in the New Year Honours 2004 and made a Knight Bachelor in the New Year Honours 2015. He graduated with an MA in Politics, Philosophy and Economics from Oxford University in 1986 and received an MSC in Economics from the London School of Economics in 1990.

Dave is a visiting Professor at Kings College London. His outside interests include cycling, rock climbing and hill walking.

香港金融管理局總裁
Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.

Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.

Filippo Gori
摩根大通亞太區行政總裁
As CEO of J.P. Morgan in Asia Pacific, Filippo leads the strategy and oversight for all of the firm’s businesses across 16 markets in the region. He was also appointed head of Banking for Asia Pacific in 2019, and leads the Investment Banking and Corporate Banking businesses in the region.

Filippo chairs the Asia Pacific Management Committee and is a member of the firm’s Corporate & Investment Bank Management Committee. Filippo served as the CEO for Hong Kong from 2018 to 2021, which is home to the firm’s Asia Pacific headquarters. Additionally, he is Chief Executive of JPMorgan Chase Bank, N.A. Hong Kong Branch and J.P. Morgan Securities (Asia Pacific) Limited.

Filippo was hired by J.P. Morgan in 1999 and worked in various Europe-focused roles within the firm’s Investment Bank and Asset Management businesses. He moved to Hong Kong in 2013, as Asia Pacific head of Sales & Marketing for Markets & Investor Services. He was appointed Deputy CEO for Asia Pacific in 2019 before becoming CEO for the region in February 2020. Filippo also served as Chairman of the Asia Securities Industry & Financial Markets Association from 2018-2020 and as a board member for six years from 2014. He is a director of the Asia Pacific Board of The Nature Conservancy as well as a Trustee of the Asia Society. In December 2021, Filippo was awarded the title of Officer of the Order of the Star of Italy (Ufficiale dell’Ordine della Stella d’Italia) by the President of the Italian Republic, Sergio Mattarella, for services to Italy in more than 20 years of work abroad.

Filippo is based in Hong Kong with his wife and two children. He is fluent in both English and Italian. He holds a Master of Science in Economics (Summa Cum Laude) from Bocconi University and his thesis in Economic History was published in 1999.

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.

Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.

中國人民銀行前任行長
男,出生於1948年。現任博鰲亞洲論壇副理事長、中方首席代表。

周小川博士1985年獲清華大學博士學位,主修經濟系統工程專業;1979—1985年間,他在經濟體制改革的政策分析及許多經濟課題研究方面做了大量工作; 1986年11月至1991年9月任國家經濟體制改革委員會委員,其間,1986-1987年任國務院體改方案領導小組成員兼中國經濟體制改革研究所副所長,1986年12月至1989年12月任對外經濟貿易部部長助理;1991-2002年先後擔任中國銀行副行長、國家外匯管理局局長、中國人民銀行副行長、中國建設銀行行長、中國證券監督委員會主席;2002年12月至2018年3月任中國人民銀行行長;2003年1月至2018年6月任貨幣政策委員會主席。2013年3月至2018年3月任中國人民政治協商會議第十二屆全國委員會副主席。

周小川博士是G30成員和中國經濟50人論壇成員。

Surendra Rosha
滙豐亞太區聯席行政總裁
Surendra Rosha is Co-Chief Executive of The Hongkong and Shanghai Banking Corporation Limited alongside David Liao.

Mr Rosha is a member of HSBC’s Group Executive Committee and serves as an Executive Director on the Board of The Hongkong and Shanghai Banking Corporation Limited. He sits on the board of other entities with the HSBC Group, including Executive Director of HSBC Bank Malaysia Berhad and Non-Executive Director of HSBC Global Asset Management Limited.

Mr Rosha joined HSBC as a graduate trainee in 1991 and has since held several senior positions within the Global Banking and Markets, including Head of Global Markets in Indonesia in 2005 and Head of Institutional Sales, Asia-Pacific in 2007. He was appointed Chief Executive, HSBC India from 2018 to 2021. Prior to that, he was Head of Financial Institutions Group (FIG) for Asia-Pacific.

Mr Rosha is the Vice Chairman of the Glasgow Financial Alliance for Net Zero (GFANZ) Asia-Pacific Network. He is also a member of the of Advisory Board of the Lee Kong Chian School of Business, Singapore Management University.

Mr Rosha holds a Master’s Degree in Business Administration from the Indian Institute of Management, Ahmedabad.

Pablo Hernandez de Cos

Pablo Hernández de Cos is Governor of the Banco de España and member of the Governing and General Council of the ECB. He is Chair of the BCBS, of the Board of Governors of the CEMLA and of the Advisory Technical Committee of the ESRB. He is member of various European and International Committees including the ESRB, the FSB, the BIS Group of Governors and Heads of Supervision and the Advisory Board of the FSI. He is also Vice-Chairman of the Board of the Spanish Macroprudential Authority Financial Stability Board (AMCESFI).

He holds a PhD in Economics (Complutense University, Madrid), a degree in Economics and Business Studies (CUNEF) and a degree in Law (UNED).

Jacob Frenkel

Dr. Jacob A. Frenkel is Chairman Emeritus of the Group of Thirty (G-30) and of the Board of Governors of Tel Aviv University. He is also Chairman of the Frenkel-Zuckerman Institute for Global Economics at Tel Aviv University. Previously he served as Chairman of JPMorgan Chase International (2009-2020), Chairman and CEO of the G30 (2000-2011), Chairman of the Board of Trustees of the G30 (2012-22), Vice Chairman of American International Group (2004-2009) and Chairman of Merrill Lynch International (2000-2004). He served two terms as Governor of the Bank of Israel (1991-2000) and is credited with reducing inflation and achieving price stability, liberalizing Israel’s financial markets, removing foreign exchange controls, and integrating the Israeli economy into the global financial system. He also served as Chairman of the Board of Governors of the IADB (1995-96),

Previously he was the Economic Counselor and Director of Research at the International Monetary Fund (1987-1991); Editor of the Journal of Political Economy, and the David Rockefeller Professor of International Economics at the University of Chicago (1973-1987).

Dr. Frenkel is a Laureate of the 2002 Israel Prize in Economics, a Fellow of the Econometric Society, life-time Fellow of the International Economic Association, a Foreign Honorary Member of the American Academy of Arts and Sciences, and a Distinguished Fellow of the CEPR. He is a member of the Board of the National Bureau of Economic Research, of the Peterson Institute for International Economics, and is a Global Member of the Trilateral Commission. He is a member of the Boards of the Aspen Institute Italia, a Senior Advisor of Temasek International, a member of of the G20 Eminent Persons Group on Global Financial Governance, and a member of the G20 High Level Independent Panel on Financing of the Global Commons for Pandemic Preparedness and Response. During 2022-23 he served as Chairman of the Cabinet of Economic Experts of the Minister of Finance, the State of Israel. He is a recipient of numerous prizes, Honorary Doctoral degrees and awards from various Universities and Governments.

He holds a B.A. in economics and political science from the Hebrew University of Jerusalem, and an M.A. and Ph.D. in economics from the University of Chicago.

M. Rajeshwar Rao
印度儲備銀行副行長
M. Rajeshwar Rao was appointed Deputy Governor of the Reserve Bank of India in October 2020. He oversees matters related to regulations, risk monitoring, internal audit, enforcement, legal affairs and corporate communications.

He has spent almost four decades at the Reserve Bank of India in various functions, including financial market operations, internal debt management, foreign exchange management, banking regulation, and international department. He has also worked in four of Reserve Bank’s regional offices at Ahmedabad, Hyderabad, Chennai and New Delhi and as the Banking Ombudsman in New Delhi. He represents Reserve Bank in the Financial Stability Board (FSB) and the Network of Central Bank and Supervisors for Greening the Financial System (NGFS). Previously, he has been the member of Markets Committee of the BIS.

Shri Rajeshwar Rao has a Bachelor of Arts in Economics and a Master of Business Administration from University of Cochin. He is also a Certificated Associate of Indian Institute of Bankers.
