Dear Sir/Madam,

United Nations Sanctions Ordinance and List of Names for Suspicious Account Reporting

I am writing to inform you of the following developments:

  1. United Nations Sanctions (Democratic Republic of the Congo) Regulation 2009

    The United Nations Sanctions (Democratic Republic of the Congo) Regulation 2009 was made by the Chief Executive under the United Nations Sanctions Ordinance (Cap. 537) and was gazetted on 13 March 2009. It gives effect to certain decisions adopted by the United Nations Security Council (Council) in Resolution 1857 (2008). On 20 March 2009, the Chief Executive specified a list of persons and entities as relevant persons and entities under section 30 of this Regulation.

    The Regulation and the list of relevant persons and entities have been published in the Gazette (L.N. 37 of 2009 and G.N. 1692) and are available on the Government's website (http://www.gld.gov.hk/egazette).

    You are reminded to check your records and report any transactions or relationships your institution has or has had with the named persons or entities on the list of relevant persons and entities to the Joint Financial Intelligence Unit and the HKMA.
  2. United Nations Sanctions (Liberia) Regulation 2009

    The United Nations Sanctions (Liberia) Regulation 2009 was made by the Chief Executive under Cap. 537 and was gazetted on 13 March 2009. It gives effect to certain decisions adopted by the Council in Resolution 1854 (2008) and continues to give effect to decisions of the Council in Resolution 1532 (2004). A list of persons and entities has been specified by the Chief Executive as relevant persons and entities under section 31 of this Regulation on 20 March 2009 and a revised list was subsequently designated and gazetted on 12 June 2009.

    The Regulation and the list of relevant persons and entities have been published in the Gazette (L.N. 38 of 2009, G.N. 1693 and G.N. 3473) and are available on the Government's website (http://www.gld.gov.hk/egazette).

    You are reminded to check your records and report any transactions or relationships your institution has or has had with the named persons or entities on the list of relevant persons and entities to the Joint Financial Intelligence Unit and the HKMA.

  3. United Nations Sanctions (Somalia) Regulation

    The United Nations Sanctions (Somalia) Regulation was made by the Chief Executive under Cap. 537 and was gazetted on 27 March 2009. It gives effect to certain decisions adopted by the Council in Resolutions 733 (1992), 1356 (2001), 1425 (2002), 1725 (2006), 1744 (2007), 1772 (2007) and 1844 (2008). The Regulation was published in the Gazette (L.N. 58 of 2009) and is available on the Government's website (http://www.gld.gov.hk/egazette).
  4. United Nations Sanctions (Democratic People's Republic of Korea) Regulation

    A list of entities designated by the Council has been specified under section 31 of the United Nations Sanctions (Democratic People's Republic of Korea) Regulation (Cap 537 sub.leg. AE). The list was published in the Gazette (G.N. 3019) on 22 May 2009 and is available on the Government's website (http://www.gld.gov.hk/egazette).

    You are reminded to check your records and report any transactions or relationships your institution has or has had with the named entities on the list of relevant entities to the Joint Financial Intelligence Unit and the HKMA.
  5. List of names for suspicious account reporting

    The US Government has recently added a few individuals and an entity to the list of individuals and entities designated under US Executive Order 13224. The relevant information can be found on the website of the US Treasury under the headings of "Names of individuals added on 7-1-09" and "Name of entity added on 7-2-09" (http://www.ustreas.gov/offices/enforcement/ofac/programs/terror/terror.pdf).

    You are reminded to check your records and report any transactions or relationships your institution has or has had with the named individuals and entity to the Joint Financial Intelligence Unit and the HKMA. You are also recommended to browse the US Treasury website (including the FinCEN website) regularly for the latest information.
