Exchange Fund Abridged Balance Sheet and Currency Board Account

The Hong Kong Monetary Authority (HKMA) announced today (Wednesday) that the total assets of the Exchange Fund amounted to HK$3,593.4 billion as at 31 October 2016, HK$19.6 billion higher than that at the end of September 2016.  Foreign currency assets increased by HK$7.3 billion and Hong Kong dollar assets increased by HK$12.3 billion.

The rise in foreign currency assets was mainly due to an increase in unsettled purchases of securities, which was partly offset by mark-to-market losses on foreign currency portfolios.  The rise in Hong Kong dollar assets was mainly due to additional placements from Fiscal Reserves, which was partly offset by a decrease in bank borrowings.

The Currency Board Account shows that the Monetary Base at the end of October 2016 was HK$1,617.3 billion, decreased by HK$0.7 billion, or 0.04%, from the end of September 2016.  The decline was mainly due to a decrease in the outstanding amount of Certificates of Indebtedness.

The amount of Backing Assets decreased by HK$1.3 billion, or 0.1%, to HK$1,729.9 billion.  The decrease was mainly attributable to the redemption of Certificates of Indebtedness and valuation losses, which were partly offset by interest from investments.  The backing ratio decreased from 107.00% at the end of September 2016 to 106.96% at the end of October 2016.
