The Chief Executive
All Authorized Institutions
Dear Sir/Madam,
United Nations Sanctions
Further to our letter of 16 January 2002, I am writing to inform you that the Government published in the Gazette on 7 June 2002 a new consolidated list of names designated by the relevant United Nations Security Council ("UNSC") Committee. The list is relevant to the provisions of section 3 of the United Nations Sanctions (Afghanistan) Regulation and supersedes all previous lists published under the said Regulation. A copy of the list is attached for your information.
Authorized institutions should check the names that appear on the list against their records and take appropriate steps to ensure compliance with the said Regulation. They should also report to the Joint Financial Intelligence Unit and the HKMA if any of the names on the list is identified.
You will have noticed that the other Regulation mentioned in our earlier letter, the United Nations (Afghanistan) (Arms Embargoes) Regulation, has expired on 18 January 2002 in line with the provisions in the related UNSC Resolution. However, some of the sanctions have been extended by new resolutions of the UNSC, and the Government is in the process of implementing these new resolutions. We shall write to you when a new regulation is in place.
Yours faithfully,
Raymond Li
